There is a construction fence, but no construction on the site yet.

Also, what about its name?

What about the announcement and groundbreaking?

This job posting reveals a lot:

Warner Bros. is currently in the design phase for the build of an indoor theme park in Abu Dhabi, UAE. The theme park is scheduled to open in 2018. Warner Bros. Global Themed Entertainment is working closely with Farah Leisure Park, a UAE based organization that is managing the project.

The individual will act as on-site liaison between Warner Bros in Burbank, California and the construction and theme build-out teams in Abu Dhabi.
