August 2016 construction update:

First priority is the intricate network of subterranean tunnels that, like Walt Disney World's famed Utilidors, will allow all major elements to be serviced without any visual intrusion to resort guests.

A second stage for the theme park is planned for opening in 2021 or 2022.

Some new information on the different areas of the resort and how they will link together the hotels, parks and waterparks.

So it's taken me a while and I am still not 100% but this piece of land looks promising. This was in February and it looks like its prior to the land being cleared if this is the right location.

See the profile of the mountains in the background (looks like the ones from the construction site photo) and the water which would sit around the outside of park (looks like the water in the background from the artwork) plus it's close to the location given by those involved in the project.
