  1. I think his both visits were public announcement, ceremony (PR) and project agreement.
    It seems he has visited Dubai in 2007 as well for the Universal Studio Dubailand project, which once aimed to open in 2012 like Universal Studio Korea project.

    Certainly not for finalizing the deal, Universal Studio theme parks haven't made any announcement yet.
    Typically, any forward-looking statement (contains "may", "could", "expect", "intend", "plan", "predict" and such) of the future project is protected by a law called
    "Private Securities Litigation Reform Act" to limit securities lawsuits.

    Universal Studio will open, much-needed, "The Wizarding World of Harry Potter" at Universal Studio Japan in late 2014.
    Its the $500 million dollar project, and the constuction already has began last summer.

    Consider the company just opened Universal Studio Singapore in 2010, I dont know Universal Studio Korea actually materialize.
