If this layout is legitimate it would match up with the previously reported location of Super Nintendo World at Universal Studios Orlando

It appears that Universal is setting up for a ground breaking ceremony or some kind of event/announcement for Super Nintendo World:

Here are some photos of the construction site - I'm not entirely sure if this construction site is for Super Nintendo World though...

The most interesting part of that video is the location of the walls which give a lot more space to expand out into eventually.

Now normally seeing construction in a parking lot isn’t that interesting of a find but it’s placement that is a tell tail sign. It’s right between the waterworld show, Jaws, and Harry Potter. Space to grow if you have mushrooms. [...] Because this is where the Super Nintendo World section of the park is supposed to be before 2020. I’m sure Universal will have more big plans for this place in the future. You can get an even better look at the construction in this video.

The next major expansion to Universal Studios Japan, Super Nintendo World, is currently underway with plans to be open in time for the 2020 Summer Olympics in Tokyo.

The area will have a cost of about $50 million Yen, or about $433 million dollars. The area is expected to bring over a million jobs within the first decade to the area. Super Nintendo World will be built on existing parking structure, as well as land that was held for future development. According to the press release, the land will feature two all new rides as well as interactive play areas built just for the land. The new land will also feature shops and restaurants, both with unique Nintendo merchandise and food designed specifically for Universal Studios Japan.
These will be expansive, immersive and interactive. They’ll be highly themed and authentic environments filled with multiple attractions, shops and restaurants.
You’ll feel as if you’re playing inside your favorite games – in real life.
There will be something for everyone—regardless of their age or gaming experience level.
Planning and creative work on these areas is well underway; they will open separately over the next several years.
As shared by themeparX contributor Bevy, the original agreement between Nintendo and Universal Studios to develop Nintendo themed attractions was made in July 2015.

Earlier, themeparX contributer CarlySX posted the location of Super Mario World. It is the red area on the map:
