A couple days ago Tom Mehrmann, President and General Manager of Universal Beijing Resort, and Mark Woodbury, President of Universal Creative and Vice Chairman of Universal Parks & Resorts, gave Cai Qi, Communist Party Secretary of Beijing, and Chen Jining, Mayor of Beijing, a tour of Universal Beijing Resort. Below are a few photos from the tour, a great news video showing parts of the tour, and then lastly screenshots of the video but I encourage you to watch the full video.

The facades in this case are to block a view of taller buildings outside of the park when you are watching the Waterworld Show. It's the perimeter of the park not fake buildings where attractions should be.
If you look back a few posts you will see the facade and the show backdrop and the facade will simply sit behind the show stage.
I am surprised that you can see plain building facades. I thought they increased the budget for this park. Where are the extra attractions?
Here's a closeup of the new facade being built behind WaterWorld to block the apartment buildings in the background:

China Metallurgical Group Corporation, one of the construction companies that built the park, shared a new rendering of the Jurassic World Isla Nublar area:
