Looks like the perimeter fence has gone up for the expansion space. The white fence running between the trees and the car park looks similar to the model shown previously.

As recently as July 7, work has begun in the parking lot located behind Disneyland's Grand Circuit Raceway which is planned to shut down in January 2017 and be replaced with a Beauty and the Beast area.

Full details not available as yet but it looks like Disneyland Japan is also going to be expanding too.

Tokyo Disney Resort plans ¥250bn expansion in bid to draw more visitors

According to Uenishi, ¥250bn (US$2.48bn, €2.2bn, £1.9bn) will be invested into Disney’s Tokyo properties over the course of the next five years, with the Beauty and the Beast attraction coming in Q1 2020 and the Frozen expansion coming in 2021 or later. An Alice in Wonderland attraction had also been touted in 2015, but that appears to have been scrapped.
