This has a lot more detail on the new attractions coming to Tokyo. Full article is worth a read...
This re-development means a couple of attractions are closing permanently, which include Grand Circuit Raceway (closing January 2017) and StarJets (closing autumn-winter 2017). Along with some food facilities and shops in Tomorrowland.

This is not all the development planned for both Tokyo Disneyland and Tokyo DisneySea. Some items are still under consideration and information will be announced once they are determined. There is no mention of the “Frozen” port at Tokyo DisneySea (which will probably come at a later date). Further investment in both parks will continue after 2021.

Hey! First time poster/long time fan of your photos.
Any updates on if construction has begun yet at TDL or TDS?
We're looking at a trip next February and while I know nothing will be completed yet (we plan to be back in late 2018 for a joint Halloween/Christmas visit), I'm just curious what may be closed.
Cheers!
Brad

Frozen-Land coming, according to Screamscape:
Source:The Oriental Land Company has released a new piece of artwork showing off the new “Scandinavia” themed Port they are adding to the Tokyo DisneySea theme park. While they only say that the new Scandinavia port will have a portion of the area themed to the smash hit animated film “Frozen”, so far it clearly looked to be entirely themed to it.
It has a clear copy of the Arendelle castle and village (with frost magic in the air overhead) on the left and to the right there is a “mountain” that appears to have a waterfall coming down, along with a couple of cave entrances portals into the mountain itself off the main pathway, which is probably where a “Frozen” themed dark ride or some sort will be built.

So what will we expect with the expansion? Here's a quote from wdwnt.com.
Source:Here’s some information we already know in regard to the Fantasyland expansion at Tokyo Disneyland:
Grand Circuit Raceway and Star Jets are being removed from Tomorrowland
it’s a small world will be remodeled and moved to the east portion of Fantasyland in the space currently occupied by Grand Circuit Raceway
Dumbo is being moved and reimagined to look like its Magic Kingdom counterpart (albeit a single version instead of the double)
Frozen will not be coming to Fantasyland; instead, it will make its way over to Tokyo DisneySea
The Little Mermaid, Beauty and the Beast, Tangled, Dumbo and Alice in Wonderland will all be playing a key role in the redevelopment of Fantasyland
The original Cinderella and Sleeping Beauty meet and greets that were removed from early plans for Florida’s New Fantasyland appear to be included in Tokyo Disneyland’s Fantasyland
Alice in Wonderland plans that were rejected for Walt Disney World will find home in Tokyo Disneyland and will be the centerpiece of the Fantasyland expansion
The expansion of Tokyo Disneyland’s Fantasyland will take its cue from New Fantasyland at the Magic Kingdom in that it will include water features and heavy foresting

...Tokyo Disneyland has the same Tomorrowland, Fantasyland, and Adventureland of the Anaheim original, Japan gets Westernland as a stand-in for Frontierland. As you’d guess from the name, Westernland is filled with cowboy architecture and landscaping evocative of the American wilderness.
Another addition to the attraction: Junior woodchucks campgrounds
Lucky Nugget Cafe will be renovated into this restaurant:
These new expansions are expected to open in the latter part of 2016.
