No, this is the expansions central energy plant.

If you look at the model shown on the D+ show you'll see the rising building in question IS Peter Pan (it's located behind IJA and Raging Spirits). The Tangled show building will back up against Sinbad and Disneyland Park.

If the layout of the concept art hasn't changed, then this building should be the Tangled Show building Peter Pan show building and area is to the left of this.
