UPDATE: Tokyo Disney Resort just announced new details about the attraction including that its grand opening will take place on July 23, 2019! The resort launched a new minisite for the attraction (https://www.tokyodisneyresort.jp/treasure/soaring/) which reveals details about the ride's unique storyline.

The minisite includes promotional images and concept art of the queue, a museum about flying contraptions dreamed up by humans, which plays a role in the storyline:
