According to an article from The Daily Mail, both BBC and ITV are no longer involved in The London Resort because of environmental concerns surrounding the project:
The London Resort’s statement to The Daily Mail regarding this news is the following:Yesterday BBC Studios, the commercial ventures arm of the corporation, confirmed it was no longer involved with the project.
A spokesman said: 'BBC Studios has no commercial agreement in place with London Resort and no current plans to enter into any agreement.
'We would only consider doing so should there be clear and decisive evidence that the project would have a net positive environmental impact.'
An ITV spokesman added: 'ITV's arrangement with the London Resort was that we were a potential licensor of one of our children's brands, which was Thunderbirds.
'We can confirm that ITV no longer has a commercial arrangement with London Resort as the agreement has now ended. This means that Thunderbirds will not be a part of the park.'

It looks as if this might actually be on the road to resolution one way or the other. From what I read, there is now a deadline (15th March) to submit the bid or a very good reason for deferring until June/July. Meetings at the end of March will decide if their are good reasons to defer until June/July, otherwise future meetings considering the bid will be planned on the basis of whatever has been submitted by that date.

If in fact Paramount is still involved in this theme park, they're really trying to hide their involvement. Go 19 seconds into this video and you'll see that Paramount has been scrubbed from the gate:
They really seem to be dragon their feet getting this park underway.

London Resort Company Holdings' in-house design division, London Resort Design Group, has launched a dedicated website: http://www.londonresort.design
The new website says "The London Resort is currently finalizing its DCO application in preparation for groundbreaking 2022 and an opening date of 2025." For a long time The London Resort has remained firm on a 2024 opening but this is the first I'm seeing them confirm that it has been pushed to 2025. Even the main official website (https://londonresort.info/the-project/) still says "Provided our DCO application is granted, works will start in 2022, with a view to the London Resort opening in 2024" so hopefully that'll be updated soon.
