It says the opening is scheduled for July 24th before the Olympics begins which doesn't make since the Olympic IS starting on July 24. It's just bad writing and the opening day of the area hasn't been announced yet.
I can read Japanese, and it's not a miscommunication. The article specifically states that the world opens the same time the Olympics start, so that opening date may actually be the right date. Considering there was some marketing material on how the date was sometimes listed as "Summer 2020 Olympics" I do feel that this article knows what it's saying.

Today during the "SUPER NINTENDO WORLD Global Kick Off Presentation" for the media in Japan, Universal released a new music video and information to promote the upcoming area. The music video briefly shows renderings of the Mario Kart ride vehicle and overhead view of the entire area. In addition, featured in both the music video and presentation itself is the area's dedicated mobile phone app and NFC-connected wristband called the "Power Up Band":
Guests will be able to interact with different elements in Super Nintendo World, such as collecting coins, by using their "Power Up Band," which comes in multiple designs. The band is synced to the area's app.
No details were announced today regarding a specific opening date or specific details of the area's rides themselves.
