According to the original expansion plans there was plans for a path, just based on guest flow it also just makes more sense, that corner of fantasyland doesn’t have much anyway so it’s not like it’s exposure
That path will exist regardless if they ever use that expansion pad for anything (which is looking more likely since the LegoCo is seeming more and more interested in sacrificing ocean park to have HKDL properly compete with Shanghai) to connect the entire outer ring
There appears to be a good amount of space between WoF and TSL, perhaps there will not be a path until they decide what to so with the land.
Google maps has updated, the land pretty much looks complete and you can see how closely it matches the original footprint plans
Interestingly the path to TSL doesn’t exist, unless they plan to add it last minute to avoid ripping down the Toy Story bamboo

Funnily enough I actually have an update on that now
On May 22nd the HK government is requesting a yearly update to Disneyland's performance and early notes say that 4.5 billion of the collective 10.9 billion has been spent up till March 2022
That puts about 5 billion (or 650 million USD) still to be used for only the Quinjet as every other project has now been completed (or in Arendelle’s case functionally completed), there is no current info if this money is earmarked for Quinjet specifically or just park expansion in general, we may get more info on May 22nd.
