Trust me, it's a shop. Little clue (translated: M Avenue Arcade) here:
I really hoped for some real restaurant inside. Look at the artwork, where you can clearly spot people sitting on its roof. I wonder why Disney still hasn't any information on the official site. If it were to become a premium restaurant like in California with table service they would have already advertised it.
I don't think that SDL's Cathay is a restaurant. I think it will be home to Avenue M, with a little snack/food point inside, but no the same as in California. The color scheme of the buildings reflects the reality.
Do you have some more information about Mickey Avenue shops and restaurants? I think not all is shown on the official website at this time. I have posted layouts of each side of the street here - to figure out what's still missing. Maybe you have a look at this. I wonder most about Cathay Theatre - think there is a restaurant in it, and an outdoor seating terrace on its roof, at least they showed it on some artwork. Hopefully this will come true.

Yeah had the same thoughts about the rotunda, nice first view for people arriving by car from the freeway and then right towards the parking lot.
The rotunda will be a huge, beautiful fountain with a central revolving sculpture like the one at Universal.
We will see, at least if you look at the map it should be water
I'm still not totally convinced one way or the other.
Looking at the markings on the roundabout (especially the intersecting lines), they seem virtually identical with and without the blue colouring. I think if there was really water there, you wouldn't be able to see the "grooves" underneath the water, from above. Maybe it is just blue paint?
