While there are stairs all the way up, the stairs from the ground to the first floor are closed off. You are forced to take the lift.
From a quick chat, I was told they want people to not use the stairs so they don't run into problems with their cardio.

Remember, this is 85 meters of stairs in the Qatar desert sun.

So when visiting, get ready for riding lifts and wait for the lifts to arrive.

Also, I advise against visiting the park solo. You won't be able to ride most raft slides, as it is nearly impossible to find any other solo riders (with only 100+ people in the entire park).
