Three theme parks — including one where inspiration will be drawn from India’s Bollywood — will make up the first phase of the Dubai Parks & Resorts master-development in Jebel Ali. For the younger generation (between two to 12 years), there will be the Middle East’s first Legoland park, which is also the seventh worldwide. The third component comes in the form of Motiongate Dubai, where future visitors can get up close and personal with the Hollywood dream factory, through rides that can take them through four unique zones.

Motiongate may be the "DreamWorks" theme park.

Great news! Finally an official news release clarifying which parks are under construction right now (Legoland, Bollywood, Motion Gate):

The first phase of Dubai Parks & Resorts will comprise three theme parks: Motiongate Dubai, Bollywood Parks Dubai, and LEGOLAND Dubai. The development will also feature Riverpark – a grand entrance plaza and Lapita, a family themed hotel. The first phase is scheduled for completion in 2016. Ground work commenced on site in February 2014.

Meraas Holding is in talks with banks to raise up to $4 billion to build
mega-projects. Raise cash before construction began on the projects.
Hope they get the funding for some amazing projects in the works!

As a Disney freak living in Dubai this would be a dream come true for me!

Disney does not have any intentions to build a theme park in Dubai.
