It's not a parking lot, it's a Luge park which are popular all over Korea these days. Enthusiasts have also moaned on some forums about how the lighting of the structure and tracks will be visible from all over the park but I'm not really sure what Lotte can do about it since the whole point of Luge tracks are they're all downhill, the structure is really tall.

A big draw for Luge tracks are night rides with the colorful lights, so I don't see the company that own the tracks being that interested in changing to help the theme park. The track also has to be well lit to prevent crashes and accidents and I guess floodlights would be even worse.
