Halloran unilaterally halted all construction on Tuesday at the Town of Goshen site near Route 17′s Exit 125, following heavy rain that led to puddling and runoff issues.
Goshen has previously temporarily halted construction on parts of the site, and Legoland has voluntarily stopped construction at times during heavy rain.
But now the site will remain closed until Legoland resolves the drainage issues, Halloran said on Wednesday. Runoff from the site has led to at least 28 state Department of Environmental Conservation citations for polluting local waterways with construction mud since May 2018, plus multiple Town of Goshen citations.
Halloran said Monday is the soonest construction could resume, provided there’s no more heavy rainfall and he sees an adequate remediation plan from the $500 million amusement park’s construction team.

Citizen activists on Monday filed a lawsuit accusing the operators of the future Legoland and Town of Goshen leaders of failing to protect local waterways from construction runoff.

Opening in spring of 2020, LEGOLAND New York is set to be the largest LEGO amusement park ever constructed. Unlike the completely indoor LEGOLAND Discovery Center in Yonkers, the new park will be spread over 150 acres (surrounded by another 150 acres of woodland) in Goshen just off Route 17.
