According to Merlin Entertainments' press release today the opening is now scheduled for 2022.

As of this week Legoland is 49% compete as a whole and and rides specifically are 74% complete. The park plans to have construction entirely completed (excluding the hotel) by the end of June 2021. Lately the targeted opening date for the park was July 2021 but according to Legoland that could be delayed due to "testing, licensing, and parking issues."
