    It's not totally clear from the translations but Merlin Entertainments has now selected Hyundai Engineering & Construction to be the main contractor for the theme park project which is replacing the previously selected contractor, STX Construction. This is causing additional financial and legal issues...

    In a completely shocking turn of events that literally nobody could have predicted, it seems that not only will construction not begin this month like what was previously planned but also there are now additional financial issues that have arisen plus there's debate regarding what construction company will be chosen and now the potential opening may be as late as 2023.

    Merlin Entertainments announces agreement to open LEGOLAND Korea
    South Korea’s first LEGOLAND Park scheduled to open by 2022
    Local government to provide significant funding and infrastructure support
    The total cost of the resort, including the on-site accommodation, is expected to be KRW 290 billion (£205 million1). Merlin will invest KRW 210 billion (£148 million) into the development of the resort, which will be fully owned and operated by Merlin.
    The remaining funding of KRW 80 billion (£56 million) will come from LL Developments, the investment arm of Gangwon Province. Additionally the funding for necessary additional infrastructure adjacent to the resort will be provided by national, regional and local governments.
    Nick Varney, Merlin’s Chief Executive Officer, said:
    “It’s been long in gestation, but I’m delighted that we are now in a position to move forward with opening LEGOLAND Korea Resort. We know Koreans love theme parks and love LEGO, and together with the Gangwon authorities, we have already established an attractive and well-connected site in Chuncheon. We look forward to accelerating progress with our partners who have contributed significantly with funding and infrastructural support, and to welcoming our first guests to LEGOLAND Korea Resort.
    We remain excited about the potential of LEGOLAND Parks, the roll out of which is a strategic growth driver for Merlin, and we continue to look at opportunities for further sites around the world.”
    As part of the ongoing relationship, the Korean Government, Gangwon Province and Chuncheon City have already invested in the construction of a new bridge to Hajungdo island and undertaken groundworks on the site. Further retail and complementary leisure offerings are planned as part of the island’s overall development.

  5. Legoland Korea finally got a green light!



    The LEGOLAND project pushed by the Gangwon provincial government is finally back on track after wasting seven years due to disputes. .

    The assembly of Gangwon Province approved on Dec. 14 a plan to build a LEGOLAND park in Chuncheon, the capital of the province, by 2021.

    The plan was passed after a heated debate among the 46 members of the assembly. Those from the ruling Democratic Party supported the plan, which was presented by the Gangwon provincial government, while those from the main opposition Liberty Korean Party opposed it. Forty-four members of the assembly attended the vote, with 33 voting for and 11 against the plan.

    "I appreciate your approval of our LEGOLAND plan and the budget to host the Winter Asian Games in 2021. We will do our best to help these projects achieve their goals and contribute to the development of the province," Governor Choi Moon-soon said in a speech following the assembly’s approval of its budget bill for next year.

    The Chuncheon LEGOLAND park will be built on a site of 1.06 million square meters on Hajungdo Island in Chuncheon. It will be equipped with a complex theme park, resort facilities and shopping facilities. The construction cost is estimated at 300 billion won (US$ 265 million).

    Seven years have passed since the ground was broken for the theme park, but no progress has since been made due to excavation of cultural assets, lack of funds, and changes of the development company.

    In May this year, the provincial government signed an agreement with Merlin Entertainments, which operates LEGOLAND parks and other amusement facilities around the world. Under the deal, Merlin Entertainments will invest 220 billion won in the project and take charge of building the theme park. The remaining 80 billion won will come from LL Development Co., a joint venture between Merlin Entertainments and the Gangwon provincial government.

    As the development plan was approved by the province’s assembly, the construction of the complex will begin in March next year. The park will open to the public in July 2021.

    In this news report from a couple of days ago it seems that construction on Legoland Korea will restart in March 2019 with a completion date now pushed back to 2021

    There are more legal issues around the previously excavated items. It seems that the investigation is being hampered by the company responsible for the excavation.

    The Cultural Heritage Administration conducted a survey of residents (professors, ex-generals, civic group representatives, etc.) recommended by the headquarters and inspection of the state of preservation of excavated artefacts in the Chungcheong Midland LEGOLAND KOREA Project from October 17 to October 25.

    On the 25th day, the last day of the inspection, the citizens visited the dolomite storage warehouse and checked 52 stone tombs that were dismantled in the middle. Suddenly, the ELLE development staff came to the tranquil inspection site, shouting and shouting, suppressing the citizens.
    The threat was expected to prevent further discovery of problems in the dolmens storage warehouse immediately after being spotted illegally in the afternoon. "

    Despite the signing of a new cooperation partnership two months ago, funding and legality issues persist. As shown in the above image, construction of the park has yet to begin.

  9. British-based Merlin Entertainment, which owns the operating rights for the Legoland is re-kindling development of Legoland project. Merlin Entertainment Chief New Openings Officer, John Jakobsen visited Chuncheon, South Korea on May 14th, 2018. Gangwon Province, Merlin, and Elle Development signed a cooperation partnership agreement on May 14th to invest in Merlin's construction of Lego Land Korea and to take responsibility for the construction of Lego Land theme park. Merlin's investment is expected to be over 300 billion won (approximately, 300 Million USD), and Merlin's responsibility is to complete the theme park in 2020. So, the Legoland Korea project re -ignited by the Merlin Entertainment. In my opinion, Merlin decided to reinvest in South Korea with strong commitment is because the country's prolonged risks, including the North Korean nuclear crisis, have been resolved in recent Inter-Korean summits and planned future meeting between the leaders of North Korea and the United States.

    It looks like the land that was sold to fund some of the building works has now been removed from sale to preserve the historic ruins and this means funds for this project have been removed. However, it looks like if Merlin pulls out at this stage they leave the project in a lot of debt and the city that has built up around the potential resort will become valueless causing a lot of issues for those who invested in LEGOLAND in order to gain preferential treatment for their own local projects.

    When LEGO Land is lost, the loss should reach about KRW 1.29 trillion (as of last month) and the return of KRW 45 billion should be returned to the bridge.
    As a result, local communities are suggesting that Gangwon Province should provide additional guarantees or direct investments as a last resort.
    Still no movement on any type of construction, I think for now this project is dead.
