I did some research to check on the latest progress and it seems that they are on track to have the first part completed by the end of this year and the entire development will be completed by the end of 2019. The project recently secured an investment of an additional $100 million to help ramp up construction. The theme park part of the development is progressing but from what I gathered from my research the theme park will completed in a later phase in 2019.

It looks like Jeju Landing Development that purchased the land previously for Resort World Jeju has renamed the project.
Project name now seems to be: Jeju Shinhwa World
