The exhibition center is expected to open in *June* 2017.
Construction of the actual theme park itself will begin at the end of 2016 (it may have already started as of writing this)

Before Six Flags Haiyan opens in what is now said to be 2019, a "Zhejiang Six Flags International Resort Exhibition Center" is going to open in 2017 at or around the location where the actual theme park will be constructed. The exhibition center will feature, virtual reality, augmented reality and 3D experiences to give visitors the feel of being at a Six Flags theme park. Next to the exhibition center will be a 60-meter-high tower that acts as a sign for the exhibition center. Construction on the exhibition center began on August 1, 2016.

Google Earth was updated in February but only a very small amount of work has been done on clearing the site.
The only real changes I can see are in this area but luckily these images are a lot clearer than they were before.

From the looks of the concept art and the information on the Six Flags site about the location I think it is this piece of land on Google Earth. The shape of the coastline and the building work that is already to the top left of the park looks right and it matches with the (not very precise) location on their website.
