Update on park reopening
They've just announced that Dubai Parks and Resorts will reopen on September 23rd, 2020. Aside from COVID-19, they're decided to delay the opening as summer is typically a slow season. 12 new rides are currently being built within Motiongate Dubai and Bollywood Parks Dubai, 8 of which are expected to be complete by the third quarter of the year.

As a worker there, I can confirm that the rides are well underway to be finished. However, the park is indefinitely closed; we've been laid off with no news on or possibility to renew our contracts.
As the rides are already stored on site, yes they will probably go on with the plans although they may not be in a hurry as Expo 2020 will be delayed one year.
Legoland hotel opening has also been pushed back from June to November.
Do we still think they will go ahead with the expansion in the current situation?
The latest Emirates World podcast features an interview from Marketing representatives at Motiongate, Bollywood and Legoland.
The spokeperson for Motiongate confirms that Lionsgate will be expanded this year.
From yesterday's official press release:

The opening of the 250 room LEGOLAND Hotel in FY 2020 will complete our destination and increase the available on-site hotel room inventory to over 1,300 keys. The introduction of further hotel rooms to the destination will be a key driver of growth in international visitation facilitating the bundling of our theme park tickets with hotel stays and ultimately increasing length of stay, visitation and dwell times.
