Zhonghong will pay SeaWorld $3 million for the exclusive rights to develop SeaWorld theme parks in China through 2018 with another $1.5 million option for 2019 and the ability to extend the deal later, regulatory documents filed Friday show. The consulting and design agreement will pay SeaWorld another $3 million through June 2019.

Wow so I just located it and based on satellite imagery it turns out that there had been a lot of progress on the structure and from reviewing archived satellite imagery it appears that it's just sitting there untouched for the past two years at least. :/

After doing some research, it appears that Monkey Kingdom, which originally was planned to open in 2014 in Huairou, Beijing, China, is actually now going to open in 2020 in Jinan, Shandong, China with a similar design and same name!
Here are some concept images:
Translation of theme park description:
Monkey King theme park is divided into five areas: West Township, Huaguo Shan, Longwang Bay, Adventure Island, Jiugong Temple. The whole theme park in the form of a series of villas, according to Journey to the West through the different locations of the scene, each Villa has its own unique characteristics of the characteristics, interpretation and praise of China's classical story. Here's the location:
Construction is set to begin in April 2017.
Zhonghong Holding Co., Ltd. is behind both the original Monkey Kingdom park planned for Huairou and now the current Monkey Kingdom park development in Jinan.

I was able to finally find a somewhat high resolution layout of not the entire resort area but of the main theme park that's currently under construction. This layout is from 2015 so the actual layout could be different than what is shown above.
This one shows a little bit of what the Flight of Passage ride experience will be like:
The main theme park itself which had its groundbreaking ceremony back in December 2016 will cost about $1.5 billion USD
Looks like we're back to 2020 completion!
The source also says the plan is to start hiring staff during the second half of 2019. The source also mentions Universal is planning to integrate Chinese elements into the theme park. This reminds me of Shanghai Disneyland's "authentically Disney and distinctly Chinese”
